24-25 Legislative Priorities
Occupancy Preemption
- Texas has an abundance of empty bedrooms.
- At the same time we face a shortage of homes.
- The Texas legislature should legalize spare bedrooms by preempting restrictive family definitions in zoning ordinances.
Student as a Protected Class
- Students should have access to fair and affordable housing.
- Students should have the same protections against discrimination as other groups.
- Adopt including students as a protected class to prevent housing discrimination.
- Incorporate the classification of "student" into the Texas Housing Statue's Protected Class list.
First Generation Grant Matching Program
- The First Generation Matching Grant Program is a need-based financial aid program supported with both institutional and state funding.
- Increase financial support for first generation college students, especially those attending colleges lacking dedicated first-generation programs.
Previous Legislative Priorities
Good Samaritan
- 40 states and DC have implemented some form of a Good Samaritan policy or a 911 drug immunity law
- States with similar laws have reported as much of a 15% drop in opioid overdoses in past five years (Texas Department of State Health Services, June 2018)
- The law also does not appear to raise the amount of drug users
Credit Transfers
- Implement THECB recommendations for Credit Transfers
- Provisions to track transfer students progress in degree program after transfer
- Alignment with ACGM and TCCNS Consistent with Field of Study (FOS) curriculum for programs where an FOS exists
Open Educational Resources
- 65% of students skip buying a textbook at some point because of cost with 50% of students experiencing negative academic impacts
- Lower division Biology Courses at Texas A&M have introduced an open source textbook for students through OpenStax
- $10,000 grant for OER from Center of Teaching Excellence saved students $600,000
